WCP Associates provided Project Management services on the construction of Blackburn Youth Zone for OnSide Youth Zones Ltd. The project comprised the refurbishment of part of an existing building married up to the construction of a sports hall, recreation areas and classroom/multi-use areas.
Construction of the project contained significant challenges in the form of:
- Ground contamination including risks to an acquifer. The building is on the site of a former industrial area associated with workshops in Blackburn. The site is generally filled material therefore the foundations were piled. This caused concern over migration pathways for inherent contamination.
- WCP Associates managed the Design & Build Contractor and their geotechnical consultants in order to co-ordinate the agreement of a testing and review regime to enable the discharge of planning conditions on the project.
- Rebuilding of a flood defence wall; the site is adjacent to the River Blakewater and the external wall of the existing building shares a foundation with the flood defence wall of the river.
- The Environment Agency required a new flood defence wall which had to be designed and incorporated into the scheme post-contract.
